Save Our Homes

Lynne Holt, a policy analyst at the University of Florida's Bureau of Economic and Business Research, has written a report on potential legal challenges to a portable Save Our Homes proposal and a discussion of possible alternative revenue sources available to taxing districts.

Several proposals for major changes in Florida’s state and local tax systems are now under discussion, including proposals related to the Save Our Homes program. Save Our Homes limits increases in assessed values of individual homestead properties to the lesser of 3% or the rate of inflation. However, Save Our Homes currently has no portability provisions.

This paper provides some background on state and federal case law that might inform deliberations on portability schemes. It also outlines the possible economic effects of issues raised in the brief overview of these legal issues.
